| The Phe’be Foundation’s goal is to use sound financial education, utilizing
current resources for providing that education, to build financial literacy and financial empowerment in our
communities. Recognizing the success of credit counseling, several leaders and lenders have asked that an
independent mechanism be established to provide credit counseling as part of a larger mission to build financial
literacy. Whether it is to teach money management to elementary and secondary school students, credit management to
college students, financial awareness to our seniors or budgeting techniques to potential homeowners, The PHE’BE
FOUNDATION addresses these important financial issues. The mission of The PHE’BE FOUNDATION is to build financial
literacy which leads to financial empowerment.
FINANCIAL LITERACY PROGRAMS
Head Home
First-time homebuyers participate in a curriculum that addresses every
aspect of properly preparing for the investment and responsibility of homeownership. The program is specifically
geared towards female, head of household families. There are no income restrictions, closing costs are reduced and
down payments are minimal. Some of the topics covered in this series include budgeting techniques, establishment or
re-establishment of credit, money management, safe-guarding your credit report and building assets. In addition to
these important components, each participant will learn how money recycles within a community and have an opportunity
to broaden their financial vocabulary. This series of courses is designed, not only to create new homeowners in the
community, but to teach them how to maintain their position as homeowners, once they have acquired their new home.
To date, former participants of this program have received over $27M in mortgage loans. The program has worked for
over 200 participants per year over the past five years. It is vitally important to continue offering this type of
education in order to provide the members of our communities an opportunity to experience the American Dream of
homeownership. The Phe’be Foundation is proud to be a part of making that dream a reality.

The Providers
This program is comprised of all the elements of the Head Home program with the exception of being specifically
geared towards male, head of household families and fathers supporting their children. The benefits and curriculum
mirror one another while addressing the important financial issues of the day.

Operation Ownership / Hometoday
This program is comprised of all of the elements of the Head Home program with a few minor differences. Operation
Ownership is open to all buyers, male and female. The guidelines are the same including reduced closing costs and
minimal down payments. The money management and budgeting topics are addressed, along with safe-guarding your
credit and building assets. To date, former participants of this program have received over $30M in mortgage loans.
The program has worked for nearly 400 participants per year over the past four years. The Phe’be Foundation
will continue to offer this valuable information to first-time homebuyers and allow them to experience the pride of
ownership that comes with the purchase of a new home.

Leaving a Legacy
At the request of several senior organizations and adult living communities, a curriculum focused on financial
awareness has been developed. These courses include information designed to protect seniors from predatory lending
schemes and estate planning. It is imperative that we do not ignore the elders of our communities – they
deserve to spend their “golden years” with a sense of security and serenity after giving so much to
their families and our communities. It is our responsibility to protect them from those who might take advantage of
them financially. The Phe’be Foundation is happy to play a part in this important effort and we look forward
to assisting the senior community in leaving a legacy.

The Door Of No Return
This program is specifically tailored to meet the needs of juvenile and adult ex-offenders who are re-entering our
communities after being incarcerated. The curriculum developed for this program is centered around basic money
management, budgeting, establishment or re-establishment of credit and general financial responsibility. It is our
goal, at the Phe’be Foundation, to play an important role in assisting these men, women and children in the
successful return to their families and our communities.
